Michael J. Looby

Michael J. Looby is a graduate of Le Moyne College (B.A. Political Science), the University of Pittsburgh (M.A. Political Science) and Catholic University of America School of Law.  In addition to service to school districts and schools for students with special needs in private practice, Mr. Looby spent thirty-one years as in-house public sector municipal law and school law practice.  Having served as Deputy Corporation Counsel of the City of Rochester and County Attorney of Jefferson County, he has extensive experience in addressing the goals of, and mandates upon, elected boards and chief executive officers of municipalities.  For the past ten years, Mr. Looby served in-house as general counsel for the Boards of Education of Rochester and then Buffalo, New York, overseeing all legal work of those jurisdictions and directly advising the Boards of Education and superintendents of each jurisdiction.

While serving as general counsel at the Rochester City School District, and later at the Buffalo City School District, Mr. Looby successfully led efforts of each school district to end special education consent decrees that had been in place in each district for nearly twenty years.

Mr. Looby is a member of the Council of School Attorneys (National School Boards Assn.), the New York State School Attorneys' Association; and the New York State Bar Association.  He is admitted to the New York bar; to the bars of the U.S. Courts of Appeals for the Second, Fourth and District of Columbia Circuits; the U.S. District Courts for the Western and Northern Districts of New York; and the U.S. Bankruptcy Court for the Western District of New York.
