Joseph G. Shields

Joseph G. Shields is a graduate of State University of New York College at Cortland (1988) and Ohio Northern University College of Law (1991) (Law Review and Moot Court Board of Advocates).  He is a partner and a member of the firm’s Management Committee.  Mr. Shields has more than 20 years experience in representing school districts and private sector clients in complex legal matters. 

 Mr. Shields represents school districts with respect to school budget and finance matters, appeals to the Commissioner of Education, commercial transactions and litigation, defense of tax certiorari proceedings and PILOT negotiations, completion of capital projects, Education Law, employment issues and daily advice and counsel in Education Law matters.

Mr. Shields successfully represented twenty-two school districts in Monroe County, New Yorkin their challenge of that County’s sales tax intercept option, which resulted in the school districts retaining $29.5 million dollars from the sales tax sharing agreement. Mr. Shields also successfully represented the West Genesee Central School District before the New York Court of Appeals with respect to properly classifying earthen waste beds as a specialty property for taxation purposes. This allowed for the successful defense of the pending tax certiorari proceeding and the collection of real property taxes from the company owning that property. 

 Mr. Shields frequently lectures on matters related to the successful and timely completion of capital projects, defense of school district real property tax base and other Education Law issues.  He serves on the Board of Directors of the New York State Association of School Attorneys and is a member of the New York State Bar Association.  Mr. Shields is admitted to practice before both New YorkStateand Federal Courts.
