Dennis T. Barrett, Retired

Dennis T. Barrett is a 1964 graduate of St. John Fisher College, and a 1967 cum laude graduate of the Columbia University School of Law. Mr. Barrett has practiced education and public sector labor law in the Western and Central New York areas since 1974, and has also practiced in other legal areas which impact school districts such as financial and business matters, real estate, and construction law.

During his more than thirty years of practice on behalf of school districts, Mr. Barrett has provided representation in the full extent of legal topics involving schools, ranging for example from school budgeting and finance matters, PERB improper practice litigation, civil service and education law employment issues, interest based and traditional collective bargaining, local counsel services in bond issues, appeals to the Commissioner of Education, litigation related to district powers, and school capital projects, to daily advice and counsel in the education law. Mr. Barrett represented the Webster and East Irondequoit school districts in their successful Court of Appeals challenge to PERB's restriction of their right to contract with their BOCES for instructional services.
Mr. Barrett is a founding member of the Firm and since 1993 has concentrated his practice exclusively in representation of school districts and other public entities. 

Mr. Barrett is Past President and Director of the New York State Association of School Attorneys, and has been a director and officer of that Association since 1988. He is a member of the NSBA Council of School Attorneys, a past chairman of the Monroe County Bar Association's School Attorneys Committee and a member of the New York State Bar Association Municipal Law and Labor and Employment Law Sections. He is a frequent speaker on topics related to education law or affecting school districts.
