Benjamin J. Ferrara, Retired

Benjamin J. Ferrara has practiced extensively in the fields of education, employment and labor relations law over the past 33 years. Mr. Ferrara is nationally recognized in his field of concentration, serving as a Director, and most recently in 1997 as Chairman, of the National School Boards Association's 3,000 member Council of School Attorneys. During this period he also served as a member of the Board of Directors of the National School Boards Association. He also writes and lectures frequently throughout the United States on behalf of the Council of School Attorneys. Mr. Ferrara is listed in The Best Lawyers in America (1995-1996 through 2005-2006).

On April 8, 2011, Mr. Ferrara was honored with the National School Boards Association Council of School Attorneys 2011 Lifetime Achievement Award which recognizes his exemplary practice in the field of school law, as well as his leadership and distinguished service to the NSBA and its 3,000 member Council of School Attorneys.  This award has been bestowed only three times previously and is considered the highest form of recognition by his colleagues who practice school law.

In addition to his activities on behalf of the NSBA, Mr. Ferrara serves as a director and past President (1998) of the New York State Association of School Attorneys. Furthermore, from 1986 through 1998, he has served as a member of the Executive Committee of the Municipal Law Section of the New York State Bar Association and has written and lectured on a regular basis at the Section's statewide programs.

Mr. Ferrara also frequently serves as a presenter and panelist at programs sponsored by the National School Boards Association, New York State School Boards Association, the Central New York School Boards Association, and other regional and local associations dedicated to promoting and improving public school systems.

Mr. Ferrara is a 1970 graduate of LeMoyne College (B.S. Labor Relations) and a 1973 graduate of Syracuse University College of Law (Juris Doctor). He practices in all New York State and Federal courts, administrative agencies including the Public Employment Relations Board, and before the National Labor Relations Board, representing large and small employers and municipalities in New York State and across the country.

His representation of school districts encompasses a myriad of activities including human resources, negotiations with unions, grievance and arbitration proceedings, disciplinary proceedings and counseling to boards of education on planning and policy matters. He also assists districts in facilities construction, leasing, purchase contracts, vending agreements and school financing matters.

Mr. Ferrara also serves as an adjunct professor in Syracuse University's School of Education, where he teaches courses in Legal Issues for Educational Administration.
